Ministry of Labor and Employment, Government of India introduced Rashtriya Swasthya Bima Yojana  (RSBY) in 2008, to ensure the best healthcare services and social security to families living below the poverty line (BPL). The idea behind RSBY is to reduce the out of the pocket medical expenditure of these BPL families. It will further help to increase their awarness and also increase their access to health care.

Rashtriya Swasthya Bima Yojana

Rashtriya Swasthya Bima Yojana (RSBY) has been launched by the Ministry of Labour and Employment. Rashtriya Swasthya Bima Yojana or National Heath insurance Programme is a govt. sponsored scheme for Indian citizens that belong to BPL (Below Poverty Line). The objective of Rashtriya Swasthya Bima Yojana (RSBY) is to provide protection to BPL family from financial liabilities arising out of health shocks that involve hospitalisation.

RSBY is a government sponsored scheme for the BPL population of India. The Majority of the financing about 75% is provided by the Government of India, while the remainder is paid by the respective state govt. The government of India’s contribution is 90 % in the case of North-eastern states and Jammu and Kashmir and respective state Govt. need to pay only 10% of the premium.

Process for RSBY application is given below step by steps.

Step 1 : Firstly, the health insurance company receives a digital list of all the eligible individuals falling under the BPL criteria in a pre-specified data format.

Step 2 : An enrollment schedule for each village along with dates, is prepared by the insurance company with the help f the district level officials.

Step 3 : It will be the responsibility of the policy agents to contact the BPL families and encourage them to get a medical insurance policy. The Insurance company will be responsible for listing the logo under the scheme.

Step 4 : This list is then posted in each village at the prominent enrolment stations. These stations are equipped by the insurer with the hardware required to collect biometric information and photographs of the members of the household covered and printer to print smart cards with a photo.

Step 5 : The procedure for the collection of biometrics and photographs of every member of the BPL family comes next. The beneficiary has to register for the scheme with Rs. 30.

Step 6 : The process normally takes less than 10 minutes. The cards are handed over in a plastic cover.

Step 7 : The enrolment has to be done in the presence of a government officer and a representative of the insurance company to attest for the enrolment legitimacy. A consolidated list is then sent to the state nodal agency.

Step 8 : This list of enrolled households is maintained centrally and is the basis for financial transfers from the government of India to the state governmnets.

Rashtriya Swasthya Bima Yojana Eligibility Criteria

There are following eligibility criteria for RSBY Scheme.

  • Applicant must be a resident of India.
  • Unorganized sector workers belonging to BPL category and their family members shall be the beneficiaries under the scheme.
  • It will be the responsibility of the implementing agencies to verify the eligibility of the unorganized sector workers and his family members who are proposed to be benefited under the scheme.
  • The beneficiaries will be issued smart cards for the purpose of identification.

RSBY Benefits

The beneficiary shall be eligible for such in patient health care insurance benefits as would be designed by the respective state government based on the required of the people / geographical area. The state governments are advised to incorporate at least the following minimum benefits.

  • The unorganised sector worker and his family will be covered.
  • Total sum insured would be Rs. 30,000 per family per annum on a family floater basis.
  • Cashless attendance to all covered ailments.
  • Hospitalization expenses, taking care of most common illnesses with as few exclusions as possible.
  • All pre-existing diseases to be covered.
  • Transportation costs with in an overall limit of Rs. 1000.

RSBY Smart Card

Smart Card is used for a variety of activities like identification of the beneficiary through photograph and fingerprints, information regarding the patient. The most important function of the smart card is that it enables cashless transactions at the empanelled hospital and portability of benefits across the country. The authenticated smart card shall be handed over to the beneficiary at the enrolment station itself. The photograph of the head of the family on the smart card can be used for identification purpose in case biometric information fails.
