Housing Board Haryana invites applications from Below Poverty Line (BPL) Families of Haryana for registration of applicants for the allotment of Triple Storeyed of EWS Flats. The application must be submitted on the prescribed application form annexed herewith. Incomplete, defective or conditional applications shall be rejected out rightly.

PRICE OF FLAT & MODE OF PAYMENT :

Tentative Price per Dwelling Unit:                               Rs. 4.60 Lacs

  1. Payment with Application:                                Rs. 46000/-
  2. Payment after draw                                         Rs.46000/-
  3. At the time of allotment (before possession): 50% of the final cost worked out at the time of allotment less amount already paid as at No. (i) and (ii) above.
  4. Balance 50% in 156 equated monthly installments with interest @ 9.25% per annum (Monthly compounded).

MODE OF ALLOTMENT :

In case the number of applicants exceeds the number of flats offered for allotment, list of successful applicants shall be drawn by draw of lots which shall be held within six months from the closing date of registration. The exact date, time and venue of draw will be published in the press and also put/uploaded on the website of Housing Board Haryana, www.hbh.nic.in. Specific floor/flat will be alloted by draw of lots out of the flats available for allotment from time to time as seniority of the applicants fixed by draw which shall be binding on the applicants. Ten percent of the amount received with application will be forfeited in case of with drawl of application at any time after registration and balance will be refunded without any interest.

EXTRA CHARGES PAYABLE FOR CORNER FLATS :

Extra charges for corner Dwelling Units allotted by draw of lots will be payable @ 10% of the cost of land at the time of possession along with the amount payable at the time of allotment/possession.

Note :

  1. The price mentioned above has been worked out on the basis of rough cost estimates. The price is tentative and subject to revision. After completion of the construction of Flats the cost of the Flats floor-wise will be worked out at the time of allotment as per pricing policy of the Board on the basis of actual expenditure, and Flats will be allotted/possession handed over at that price. The price may thereafter increase only due to:-
    1. Enhanced land compensation;
    2. Arbitration awards;
    3. Any statutory taxes/levies;
    4. Construction period;
    5. Litigation.
  2. Monthly installments will commence from the month following the month of offer of possession of the Flat to the successful applicant. Monthly installment will be payable by 10th of each month in the authorized bank branch. Non-payment of dues by due date may attract penalty/eviction as per provisions of Haryana Housing Board Act, 1971.
  3. Applicant/allottee will have the option to pay price in lump sum at the time of allotment. In case lump sum payment is made after allotment, interest will be charged upto the date of payment.
  4. Flats are likely to be available for allotment within thirty months.
  5. The rate of interest of the scheme is 9.25% P.A. The rate of interest on land cost is minimum 10% or actual charged by HUDA/HSIIDC etc. Monthly installments will be worked out along with interest @ 9.25% P.A. (monthly compounding).
  6. All expenses on account of execution of conveyance deed shall be borne by the allottee.
  7. No transfer of allotment of Flat will be allowed till be expiry of Hire Purchase Period.
  8. Execution of conveyance deed subject to condition No. 7 above shall be carried out not earlier to the expiry of the prescribed Hire Purchase Period irrespective of whether full payment has been received in advance or not.

ELIGIBILITY:

  1. The applicant should belong to Below Poverty Line (BPL) family of Haryana only.
  2. The applicant, his/her spouse or his/her dependent children should not own any Dwelling Unit/plot in any HUDA Sector /licensed colony in any of the urban area in the State.
  3. The applicant must be a citizen of India.
  4. The applicant must have attained the age of majority at the time of registration.
  5. An eligible person, his or her spouse, or any of his/her dependent members cannot submit more than one application under the scheme.

The applicant is required to furnish documentary proof (valid BPL card issued by the Competent Authority) in support of eligibility conditions to establish eligibility, failing which registration/allotment shall be cancelled without notice and 10% of the registration amount deposited shall be forfeited by the Board.

Note:

  1. Suppression/concealment of facts at any stage would result in cancellation of    registration/allotment of Dwelling Unit, besides forfeiture of the entire amount deposited.
  2. The Rajiv Rinn Yojna (RRY) provides for an interest subsidy of 5% for a maximum amount of Rs. 5.00 lacs for an EWS individual for a house.

PROCEDURE FOR DRAW OF LOTS:

  1. Details of all the registered applicants shall be published on the website of Housing Board Haryana, www.hbh.nic.in to enable the applicants to point out discrepancies/ objections, if any. In case the number of applications exceeds the number of Dwelling Units offered for allotment, the list of successful applicants shall be determined by draw of lots, which shall be held, within six months from the closing date of registration. The exact date, time and venue of draw shall be published in the press and also on the website of Housing Board Haryana, www.hbh.nic.in.
  2. There shall be no waiting list.
  3. Initial deposit of the applicants not successful in the draw will be refunded by cheque in full without interest by the concerned bank(s) (where the application has been deposited) payable at par in all the branches authorized to sell and receive applications. Refund cheques will be despatched at the correspondence address of the applicant by the concerned banks within 30 days of draw of lots. Interest @ 5.5% per annum will be paid for delay beyond 30 days.
  4. Allotment shall be subject to the provisions of Haryana Housing Board Act, 1971 and Rules & Regulations framed there under as amended from time to time.

MISUSE, ADDITIONS, ALTRETIONS ETC:

Flats shall not be put to any use other than for residence. The allottee shall not be entitled to sub-divide the flat or amalgamate with any other flat or make any structural additions/ alterations without the prior written permission of Housing Board Haryana and Local Authority concerned.

HANDING OVER OF POSSESSION:

Allottee shall be entitled to the delivery of possession of the Dwelling Unit only after he/she has completed all the formalities and paid all dues and furnished/executed all the documents as required/ prescribed. Dwelling Units will be handed over on “as is where is basis” and the Board will not entertain any claim for additions or alterations or any complaints, whatsoever regarding the condition of Dwelling Units, price of Dwelling Units, its design, the quality of material used, workmanship, etc.

SURRENDER/ CANCELLATION:

The applicant will be governed by the Rules & Regulations as applicable at the time of surrender/cancellation/forfeiture.

GENERAL:

  1. Housing Board Haryana reserves the right to increase or decrease the number of Flats depending upon the actual feasibility at the site during the course of construction. Similarly, the Board also reserves the right to change the facilities and Specifications. The Board also reserves the right to make variation in the size of rooms and overall covered area as per actual construction. The plans given in the brochure are tentative and meant for guidance of the intending purchasers of the Flats. The Board further reserves the right to make modifications in the design, scope of work, specifications and price without assigning any reason.
  2. Any  change in the facilities, specifications, design, overall covered area, scope of work and price, etc. shall be binding on the applicants.
  3. The terms and conditions will be followed in general but Housing Board Haryana reserves the right to alter any of these as and when considered necessary.
  4. The  applicant will get his/her name registered at his/ her own risk and will not have any claim for the registration or allotment of Flat if it is not possible to allot a Flat due to reasons beyond the control of the Board.
  5. The  Board reserves the right to withdraw / amend/ cancel the scheme at its discretion without assigning any reason.
  6. The application should be in the prescribed application form duly accompanied with demand draft of requisite amount and bank particulars. The draft should be in favour of Housing Board Haryana payable at the station where application is to be submitted.
  7. Mere submission of an application form along with initial deposit shall not entitle the applicant to the allotment of a unit.

Consideration of applicant’s name shall be subject to fulfillment of the eligibility condition as per the terms of the scheme. Inadvertent consideration of name of an ineligible applicant shall not vest any right of allotment to the applicant and in case an applicant is found ineligible at any stage or it is noticed that the applicant does not  belong to the Below Poverty Line family or does not fulfill any other eligibility conditions, his/her registration as well as allotment of the flat shall be cancelled and 10% of the registration deposit shall be forfeited.

  1. All the disputes concerning allotment of Flats under the scheme shall be subject to jurisdiction of Courts at Panchkula.
  2. Additions/ overwriting/ cutting in the application form must be initialed and dated by the applicant. Failure to do so shall render the application invalid.
  3. In case the earnest money is financed by the banks authorized to sell and receiveapplications, demand /intimation letter will be prepared in favour of successful applicants and will be sent to the controlling branch only of that authorized bank.
